Central Government is getting the blame for low voter turnout in council elections.

This year, less than 40 per cent of eligible voters took part.

New Zealand Initiative research fellow Jason Krupp said the Government keeps taking on council business, so voters don't see the point.

"All the way down to things like Easter trading laws and dangerous dog rules.

"These are clearly local matters that central government should leave to local communities so that you have clear lines of accountability."

Mr Krupp said turnout is falling, because voters feel whoever's in charge of the council makes no difference.

"The role of local government has been reduced to such an extent and has so much government oversight that it doesn't matter who you vote for at the end of the day - the outcome is pretty much still the same."
