The government's proposed income insurance scheme could end up lifting unemployment

The idea is for people made redundant or stopping work for medical reasons to be able to receive up to 80 percent of their salary, for up to seven months.
It will be funded by a 1.39 percent levy on both employers and workers.
New Zealand Initiative Director Oliver Hartwich says the very idea of unemployment insurance is silly.
He says it's basically paying people to become unemployed, and when you pay for something...you get more of it.
